UN Council Endorses Trump's Gaza Initiative

The global body has voted to endorse measures presented by the US president for achieving a lasting peace in the Gaza Strip, including the introduction of an global peacekeeping force and a possible path to a Palestinian statehood.

Widespread Approval with Notable Absent Votes

This measure was passed by a tally of 13-0, with Russia and China choosing not to vote. America's representative the American delegate informed the council chamber that it mapped “a different path in the area for both sides and all the people of the territory alike”.

Compromise Wording on Sovereignty

Incorporation of allusions to an self-governing Palestine was the price the US offered for support from the Muslim nations, who are expected to provide peacekeepers for the multinational unit.

“The transitional arrangements that we embark on today must be implemented in accordance with international law and honoring Palestinian rights,” Britain's representative stated.

Israeli Resistance Remains

Nevertheless, on the verge of the UN vote, leader Benjamin Netanyahu reaffirmed his cabinet's strong objection to the creation of a sovereign Palestine, raising questions on whether Tel Aviv will accept the implementation of the internationally endorsed measures.

Key Provisions of the Resolution

  • Immediate lifting of ongoing restrictions on relief supplies into the strip
  • Creation of an multinational peacekeeping unit
  • Moves towards rebuilding and a possible “avenue to Palestinian independence and statehood”

Unclear Wording and Requirements

The mention to independence was a compromise addition to an original American proposal which did not mention it. But the language is unclear and dependent, declaring only that once the PA has implemented reforms and the rebuilding of the territory is progressing, “the situation may finally be in readiness for a realistic route to Palestinian self-determination and statehood.”

Global Feedback

The wording did not meet of the strong guarantee to the building of a Palestinian state beside Israel requested by Muslim nations, as well as EU representatives, but in speeches to the assembly after the decision, delegates from those states said they were prepared to accept the agreement in the service of prolonging the present ceasefire and prompt actions to assist and secure the millions of Palestinian residents in Gaza.

“Algeria has eventually decided to vote in favour of this document, a resolution that we back its core objective, namely the continuation of the truce and the formation of circumstances permitting the Palestinian population to assert their immeasurable rights to independence and nationhood,” Amar Bendjama announced.

Implementation Challenges

The proposal gives general supervisory power to a “stabilisation committee” led by the US president, but of unspecified participants. The board has to inform the UN but it is not bound by the wishes of the UN or by the PA.

It also calls for the establishment of a specialized Palestinian group that is supposed to run day-to-day governance of the Gaza and the provision of utilities, but it is highly uncertain who would participate.

Peacekeeping Unit Mission

The mission of the global force empowers it to neutralize and disband militant organizations in the territory, but it is far from clear that possible sending countries would agree to attempt to engage such groups. None of the states has so far agreed to contributing forces.

Furthermore the criteria for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.

European diplomats said they deemed it necessary that the names of the specialized group to distribute aid was determined as quickly as possible.
